Moreover, disability rates are rising due to an aging population and an increasing burden of chronic health problems. The WHO believes that there are serious problems with rehabilitation services in the world and is working to increase the scale of rehabilitation at the community level. It should be noted that rehabilitation is a set of measures necessary in cases where a person faces or may face functional limitations in daily activities due to aging or health problems, including chronic diseases or disorders, physical or mental injuries. Rehabilitation measures can be very different: from surgery to psychological care. But they are all aimed at mitigating the negative impact of a disease on the mental or physical condition of man. "A 2018 study found that there is an unmet need for rehabilitation services in all regions of the world, and in some countries more than 50% of people need rehabilitation and do not receive it," the report said. WHO said.
What about rehabilitation in Ukraine In Ukraine at the beginning of 2019, there are 2.6 million people with disabilities, including 161 thousand children, most of whom need rehabilitation. But the level of rehabilitation measures in our country also leaves much to be desired, and the legislation in this area has not been updated for a long time. The new bill proposes a number of specific changes. The explanatory note to the bill states that in accordance with the current legislation of Ukraine, rehabilitation assistance is provided only to those persons who already have persistent disorders of body functions. That is, rehabilitation is offered when nothing can be restored. It is noted that this approach was formed in Soviet times and does not meet the main requirements of European directives and global requirements for rehabilitation assistance. Therefore, now all rehabilitation in Ukraine is reduced to one-time services and procedures received by people with disabilities. The lack of an integrated approach has become one of the main problems of the Ukrainian system. The new bill introduced the concept of "person with disabilities", as well as interpretations of what is rehabilitation, rehabilitation care and services, which were not previously in the basis of Ukrainian legislation on health care. In addition, there is a list of rehabilitation specialists. In addition, a separate mandatory procedure will be provided. The bill now stipulates that rehabilitation assistance in the field of health care is provided at the expense of budget funds in rehabilitation institutions, health care institutions with a rehabilitation department or unit and other business entities. Also, the document introduces a biopsychosocial model that will take into account not only biological and physiological factors of a person, but also psychological and social. There will be telerehabilitation - the ability to provide rehabilitation services using remote communication. In addition, an important step is the provision of rehabilitation services at all levels of health care, including primary care, where it is currently absent. In general, we can say that the bill simply brings Ukrainian legislation closer to European norms, so it is not necessary to say that it will immediately correct the whole situation with rehabilitation in Ukraine. In addition, the bill does not have clear instructions, which would spell out how the proposed innovations will be implemented and who will be responsible for it.
