Medical services in Ukraine: which will be free and what you will have to pay for




’s This is not the first year that Ukraine has undergone medical reform. Unfortunately, things are not going as smoothly as we would like, but there are some changes. For example, a number of medical services will soon be free for patients. We tell you which services the state will pay for and which patients will have to pay for themselves.

For which medical services you do not have to pay

As early as April 1, 2020, the medical guarantee program will start operating in Ukraine. This is a list of services for Ukrainians that the state will pay for directly through the National Health Service of Ukraine. That is, patients will not have to pay for these services, and doctors, in turn, will not be able to hint at any additional money and demand it from patients.

The program includes: primary care, specialized outpatient, hospital, emergency, palliative care, as well as rehabilitation, childbirth and even treatment of children under 16 years. This means that in April, the principle of "money follows the patient" will work at all levels of care. In order to receive some medical service from the whole list, it will be enough for the patient to go to see his family doctor and get a referral, after which you can safely go for the procedure.
In this year’s budget, the medical guarantee program includes 72 billion hryvnias, which is 64% of all money allocated for medicine in 2020.

By the way, the National Service has already calculated how much it will pay for the treatment of Ukrainians:

4563 UAH - the base rate for surgical operations in hospital and inpatient treatment without surgery;
UAH 19,332 - tariff for medical care for acute stroke in hospital;
UAH 16,001 - for medical care in acute myocardial infarction;
UAH 8,136 for childbirth;
UAH 4,942 - for outpatient treatment by specialized and highly specialized doctors;
204 грн- mammography;
1965 - hysteroscopy;
UAH 749 - gastroscopy;
UAH 804 - cystoscopy;
UAH 968 - bronchoscopy;
UAH 943 - colonoscopy;
UAH 17,843 - diagnosis and chemotherapeutic treatment of cancer patients;
UAH 30,327 - diagnosis and radiological treatment of cancer patients;
UAH 7,406 - psychiatric care;
UAH 20,663 - treatment of tuberculosis in adults and children;
UAH 1,500 - diagnosis and treatment of people living with HIV;
UAH 7,865 - palliative care.

It should not be forgotten that the cost of medicines, medical devices and consumables, which are provided in a centralized manner at the expense of other state budget programs, is not included in the tariffs for medical services, the National Health Insurance Fund notes. Which medical services remained paid

Despite the fact that many services are now paid for by the state, there are still many paid services. For example, the list of paid services includes laboratory, diagnostic and consulting services for patient treatment without a doctor’s referral, because, as we remember, in order to receive free medical services, you must first get a referral from your family doctor.

But without a referral it will still be possible to get to some doctors and, at the same time, they will not have to pay anything. Yes, you can go to see an obstetrician-gynecologist, pediatrician, psychiatrist, narcologist.

Medical care for the sick at home will also be paid, in particular with the use of telemedicine; medical care under contract with insurance companies; medical care for foreigners; microbiological, parasitological, molecular genetic, chemical, toxicological or physical studies that do not belong to medical care; medical care without referral to research institutions of the National Academy of Medical Sciences; assistance in medical institutions at the Ministry of Internal Affairs.

In addition, there are a number of services that have long been paid for in Ukraine, such as abortion, in addition to medical and social abortions. Also, medical examination for a visa, professional examination for employment and for a driver’s license.

Paid services will include prosthetics, dental care, vision correction with glasses and contact lenses, spa services, preventive vaccinations before going abroad, vaccinations outside the calendar of preventive vaccinations.

By the way, under the new legislation, hospitals can have only 20% of paid services out of the total. This restriction is valid until 2024, after which it can be changed.
