As you know, on January 1, 2018, Medical Reform started in Ukraine. And since then, probably, only the lazy did not discuss this topic. But to discuss is a simple matter, and in order to understand in detail…

This is where the difficulties arise: first, to get to the bottom of it, you need to have a good amount of quality information, and with the acting It is difficult for the Minister of Health Suprun to do this (if it is unrealistic: you can’t get an audience with her, you can’t find her at work, and you can only check your sense of humor from posts on the social network); secondly, our mental nature still dictates that everything new should be feared, treated with caution, skepticism and maximum distrust (for many of us, the word "reform" is already a way out of our comfort zone). Be that as it may, long before 2018, it became clear to people who are directly related to medicine - doctors - that Semashko’s medical system needs to be changed and improved. One of such ideas is the introduction of insurance medicine in Ukraine. Many of us will now begin to exclaim with displeasure: "Why should I have medical insurance, if Article 49 of the Constitution of Ukraine states that every citizen has the right to free medicine ?!" Then for "such", the counter question: "Is there free medicine in Ukraine?" And, in fact, why should it be so? Or do some of us go to work just to hear "thank you" from the director?
In general, it is worth starting with the fact that for many Ukrainians the phrase "insurance medicine" is already something scary, one where it can again be deceived and put up a ruthless account. But this is rather the fault of the government, which cannot (does not want to?) Allow foreign verified insurance companies into Ukraine, and not the insurance system as a whole.

Of course, it cannot be said that Ukrainians are completely unfamiliar with the insurance system: the insurance practice of their real estate and other property, of course, we have. The main problem lies in the fact that the level of public confidence in insurers is very small, almost minimal. But the psychological moment should not be leveled either - we, like Gogol’s Plushkins and Boxes, are more worried and anxious about material things than for ourselves, and in the case of choosing when to insure your health or your car, we will choose the latter. And here it is already difficult to unambiguously determine the reason for this among the genetic people’s memory, historical circumstances or the economic situation of the country.
In fact, insurance medicine is a vital airbag that saves in unforeseen cases, without queues, at any time.

I hope that this is the wording of the members of the working groups of the committees of the Verkhovna Rada of Ukraine, working on thematic laws (there were 10, currently registered 4). One of four such bills, namely №9163, states that employers (up to UAH 400 per employee per month) will pay for compulsory state social health insurance, and local authorities will pay for the unemployed. And the latter, most likely, will be able to do it at their own discretion or not at all (remember the start of the heating season). And not a word is said about students and retirees…

For example, conditionally speaking, the patient pays 300-500 UAH per month. from their income and this allows for appropriate coverage. Of course, this cannot be unlimited. In the case when a person wants unlimited (complete, absolute insurance, which covers all known insurance cases - ed.)insurance, there must be another program. But this is no longer mandatory, but voluntary health insurance. In this case, it is worth reducing the tax burden. "
Observing the rhetoric of Deputy Minister of Health Pavel Kovtonyuk, most likely, the state will sign contracts with insurance companies:

“Today, a sufficient number of private insurance companies operate in Ukraine. Naturally, we will check the insurers so that there are no situations in which they will disappear with the money and people will suffer. " But how and who will check these very insurance companies is unknown…

By the way, it is worth noting that in Europe the experience of introducing compulsory insurance medicine has been long and successful. At the forefront of all countries, of course, is Germany. There, health insurance has existed since the 19th century. The government promotes the creation of insurance funds and exercises general control over them, as well as determines the base rate of the insurance premium, the scheme of organization of medical care and its payment. And insurance funds, in turn, share with health authorities all responsibility for the quality of medical services.
France, for example, introduced health insurance in 1910. Initially, these were mutual funds, which later grew into full-fledged insurance companies, and now - is the National Insurance Organization (reports to the Ministry of Social Security and Labor and has many regional offices ), which is used by 78% of the population. The rest of the population is insured either in professional insurance companies (farmers, for example) or in private insurance companies.
Sweden introduced compulsory health insurance in 1955. Today, the funding system looks like this: 48% is paid by employers, 26% by municipal and district councils, and 25% by the government.
As for Poland, there is a National Health Fund. This fund is replenished by the fixed 9% rate of deductions from wages. Those who are freelancers must pay their own contributions to the National Health Fund.
Returning to the Ukrainian insurance system, today the most popular type of insurance is corporate - the insurance is paid by the employer. And it is important that the bill №9163 takes this into account, but it is even more important to enshrine in law the right of every Ukrainian to choose the type of health insurance, when you can abandon the corporate and switch to personal insurance, and vice versa.

Undoubtedly, health insurance is a very important aspect of the health care system, it is something that teaches you to love yourself and respect your health. And a healthy person is a happy person who can make others happy!
